Terms & Conditions

The rules for using Vendor-Pulse: your account, payments, orders, refunds, storefronts and what we expect from each other.

Last updated 3 October 2026 11 min read Republic of Ghana

Welcome to Vendor-Pulse. These Terms & Conditions ("Terms") are an agreement between you and Vendor-Pulse ("we", "us", "our") and apply whenever you visit our website, create an account, buy as a guest, run a storefront, or use our API (together, the "Service").

By creating an account, ticking "I agree", making a payment or otherwise using the Service, you confirm that you have read, understood and accept these Terms and our Privacy Policy. If you do not agree, please do not use the Service.

Each section starts with a short summary to help you find your way. The summaries are a guide only; the full text of each section is what applies.
Section 1

Our service

In short: We sell mobile data bundles and related digital services in Ghana, for your own use or for you to resell.

Vendor-Pulse is an online platform for buying and reselling digital products in Ghana, including:

  • Mobile data bundles for MTN, Telecel and AirtelTigo numbers;
  • AFA (Agent Fixed Allowance) registrations;
  • WAEC result checker PINs and similar vouchers;
  • Reseller tools: a prepaid wallet, role-based pricing, dealer storefronts, referral rewards, bonuses and an API for developers.

We are an independent reseller. We are not a mobile network operator, a bank or a mobile money provider, and we are not affiliated with or endorsed by MTN, Telecel, AirtelTigo, WAEC or Paystack. Product names and logos belong to their owners and are used only to describe what we sell.

Section 2

Eligibility & your account

In short: You must be 18+, give true details, and keep your PIN secret. You are responsible for everything done with your account.
  • You must be at least 18 years old and able to enter into a binding contract under the laws of Ghana.
  • You must give accurate, current details (full name, a Ghanaian phone number you own, and a working email address) and keep them up to date.
  • We send a 4-character sign-in PIN to your phone by SMS. That PIN is your password: never share it, and never give it to anyone claiming to be from Vendor-Pulse. Our staff will never ask for it.
  • You are responsible for all activity on your account, including orders placed and money spent by anyone using your PIN, device or API key. Tell us immediately on WhatsApp if you think your account has been accessed without permission, and use "Forgot PIN?" to get a new one.
  • One person may hold one account. Accounts may not be sold, transferred or shared.
  • New accounts may need to be activated before use (see the next section). We may refuse or close any registration at our discretion, for example where details look false.
Section 3

Account activation fee

In short: New accounts must pay a one-time activation fee before they unlock. It is shown before you pay and is not refundable once your account is activated.

A new account stays locked until a one-time activation fee is paid through our checkout (mobile money or card). The exact amount, including any payment processing charge, is shown on the sign-up page and on the checkout before you pay.

  • Your account unlocks automatically once Paystack confirms the payment to us. Paying does not by itself create any wallet balance.
  • The fee is non-refundable once your account has been activated, including if your account is later suspended or closed for breaking these Terms.
  • If you are charged more than once for the same account, the extra payment will be identified and refunded to the payment method used, after verification.
  • A payment that does not match the expected amount, currency or account will not activate an account. Contact support with your payment reference and we will investigate.
  • We may change the fee, or stop charging it, for new sign-ups at any time. A change never affects a payment you have already completed.
Section 4

Roles, prices & upgrades

In short: Your price depends on your role. Prices can change at any time, and upgrade fees are one-time and non-refundable.

Accounts have roles (for example Agent, Super Agent, Dealer and Super Dealer). Each role has its own price list, and some features are only available to certain roles.

  • Prices may change at any time, for example when network operators change their own prices. The price that applies is the one shown when you place the order.
  • Role upgrades are paid one-time fees. They take effect once payment is confirmed and are non-refundable.
  • We may change your role, pricing or access to features, for example to correct a mistake or where an account breaks these Terms.
  • Obvious pricing errors (such as a bundle listed far below cost) do not bind us. We may cancel affected orders and refund the amount paid to your wallet.
Section 5

Wallet, top-ups & payments

In short: Your wallet is prepaid credit for buying on our platform only. It is not a bank account, earns no interest and generally cannot be cashed out.
  • You can top up your wallet through Paystack (mobile money or card), or through any other method we make available, such as a verified manual mobile money transfer. A processing fee may apply and will be shown before you pay.
  • Card details are entered on Paystack's secure pages and are never stored by us. Your mobile money PIN is entered only on your own phone.
  • A top-up is credited once the payment is confirmed. Each payment can only be credited once. Attempting to claim the same payment twice, or to claim someone else's payment, is fraud.
  • Your wallet balance is prepaid credit for use on Vendor-Pulse only. It is not a deposit, earns no interest, and is not transferable to other users or withdrawable as cash, except storefront profits where withdrawals are offered (see Section 9).
  • If we credit your wallet by mistake, or a payment is later reversed or charged back, we may deduct the amount from your wallet. If your balance goes below zero, the shortfall is a debt you owe us, and we may restrict your account until it is settled.
  • Credit facilities (buying before paying) are only available where we expressly allow them, and may be withdrawn at any time.
Section 6

Orders, delivery & refunds

In short: Check the number before you buy. Failed orders are refunded to your wallet; delivered bundles and orders to a wrong number are not refundable.

Placing an order

  • You are fully responsible for entering the correct recipient phone number and network. Where available, we may show the registered name on a number or check that it can receive the bundle, to help prevent mistakes, but this is only a convenience and does not move responsibility for the number to us.
  • Some numbers cannot receive certain bundles (for example numbers with unpaid loans or debt with the operator, ported numbers, or incompatible SIM types). Delivery to such numbers may fail or be delayed.

Delivery

  • Most orders are delivered within minutes, but delivery times are estimates, not guarantees. They depend on the networks and our suppliers, and outages or maintenance can cause delays of hours.
  • To get your order through, we may route it through a different supplier than first chosen.
  • An order is "completed" when the network or our supplier confirms delivery. If you believe a completed order was not received, report it from your orders page within 48 hours so we can investigate with the supplier. Reports made in bad faith may lead to suspension.

Refunds

  • If an order fails or cannot be fulfilled, the amount paid is refunded to your Vendor-Pulse wallet (for guest orders, to the original payment method where possible).
  • Orders that were delivered, or delivered to a wrong number you entered, are not refundable.
  • Data bundles, PINs and vouchers are digital goods delivered immediately, so orders cannot be cancelled once processing has started.
  • Refunds of money to a bank or mobile money account are only made where required by law or where we have charged you in error.
Section 7

Guest purchases

In short: You can buy without an account. Keep your tracking code, as it is how you check on your order.

Guest checkout lets you buy without registering. You pay through Paystack and receive a tracking code. Guest orders follow the same delivery and refund rules as Section 6. Keep your tracking code and payment reference: we need them to help you. Guest prices may differ from account prices.

Section 8

AFA registrations & WAEC PINs

In short: AFA registrations need true Ghana Card details and are non-refundable once processed. WAEC PINs are non-refundable once delivered.

AFA registrations

  • You must submit true and complete details, and Ghana Card images belonging to the person being registered, with that person's permission. Submitting someone else's identity without consent is prohibited and may be reported to the authorities.
  • Approval is decided by the network operator, not by us. Registration fees are non-refundable once the registration has been processed, including where the operator rejects the application because of incorrect information.

WAEC result checker PINs

  • PINs are delivered on screen and by SMS and/or email. Keep them safe: anyone with the PIN and serial number can use it.
  • PINs are non-refundable once delivered. If a PIN does not work, contact us with the serial number and we will take it up with the supplier.
Section 9

Dealer storefronts & withdrawals

In short: Dealers run their own stores on our platform and are responsible for their customers. Profits can be withdrawn subject to limits and checks.

Eligible accounts can open a storefront (on our subdomain or a custom domain) where their own customers buy from them. If you run a storefront:

  • You are the seller to your customers. You are responsible for your store name, prices, descriptions, customer service and complying with the law, including consumer protection law.
  • You must not impersonate Vendor-Pulse, a network operator or any other brand, or make false promises about delivery times or products.
  • Customers pay through Paystack. Orders are fulfilled by us at your cost price, and your margin is credited to your storefront earnings once the order is paid.
  • Withdrawals of storefront earnings are paid to a mobile money account in your name, subject to the minimum and maximum amounts shown in your dashboard and to our checks. We may hold a withdrawal while we investigate refunds, chargebacks, complaints or suspected fraud.
  • We may suspend a storefront that receives repeated complaints, misleads customers or breaks these Terms. A closed store's outstanding earnings are paid out after any refunds or debts are settled.
Section 10

Referrals, bonuses & promotions

In short: Rewards are a goodwill benefit. We can change or end them, and take back rewards earned through abuse.
  • Referral commissions, daily streak bonuses and other promotions are earned on the terms shown in the app at the time, and may be changed, paused or ended at any time.
  • Self-referrals, fake or duplicate accounts, circular orders or any other attempt to game a reward are prohibited. We may cancel rewards earned this way, deduct them from your wallet and suspend the accounts involved.
  • Rewards have no cash value unless we say otherwise.
Section 11

API & integrations

In short: Keep your API key secret. Every order placed with it is charged to your wallet.
  • Your API key is like a password. Every request made with it is treated as made by you, and orders placed through the API are charged to your wallet.
  • Store your key securely, never in public code, and regenerate it immediately if it may have leaked.
  • Follow our API documentation. Do not overload the Service or try to get around rate limits. We may throttle, suspend or revoke API access to protect the platform.
  • If you set a webhook URL, we will send order updates to it. You are responsible for securing your endpoint.
Section 12

Acceptable use

In short: No fraud, abuse, hacking or illegal activity. We monitor for it and act on it.

You agree not to, and not to help anyone else to:

  • use stolen payment methods, make payments you intend to reverse, or file false chargebacks or disputes;
  • claim, or try to claim, a payment, refund, reward or credit you are not entitled to, including by exploiting an error in the Service;
  • access accounts, data or systems you are not authorised to access, probe or test our security, or interfere with the Service (for example with bots, scraping or denial-of-service attacks);
  • copy, reverse engineer or resell the Service itself, except through the reseller features we provide;
  • use the Service for money laundering, terrorist financing, scams or any other unlawful purpose, or to send spam;
  • harass, threaten or abuse our staff or other users.
We log activity and payment events and act on suspicious behaviour. Fraud may lead to immediate suspension, recovery of losses from your wallet, and reporting to Paystack, the network operators and the Ghana Police Service or other authorities.
Section 13

Suspension & closure

In short: We can suspend or close accounts that break these Terms or put the platform at risk. You can stop using the Service at any time.
  • We may suspend, restrict or close your account, storefront or API access, with or without notice, if we reasonably believe you have broken these Terms, owe us money, are involved in fraud, or if we are required to by law or by our payment and network partners.
  • While an account is suspended, its wallet balance may be frozen pending investigation. Money owed to us may be recovered from it.
  • You can stop using the Service at any time. To close your account, contact support. An unused wallet balance at closure is handled under Section 5. Activation and upgrade fees are not refunded.
  • We may also temporarily close the platform, or particular networks or products, for maintenance or for reasons outside our control.
Section 14

Third-party services

In short: Networks, Paystack and our suppliers have their own rules. We are not responsible for their failures.

The Service depends on third parties, including mobile network operators, data and voucher suppliers, Paystack for payments, and SMS, email, WhatsApp and AI assistant providers. Their services are governed by their own terms. We are not responsible for their acts, outages or errors, but we will help you raise problems with them where we can.

Section 15

Disclaimers & limitation of liability

In short: We work hard to keep the Service running, but it is provided "as is". Where the law allows, our liability is limited to what you paid for the order involved.
  • The Service is provided "as is" and "as available". We do not promise it will be uninterrupted, error-free or always available on every network.
  • To the fullest extent permitted by the laws of Ghana, we are not liable for indirect or consequential losses, including lost profits, lost customers, lost data or business interruption.
  • Our total liability for any claim relating to an order is limited to the amount you paid for that order. For any other claim, it is limited to the fees you paid us in the 3 months before the claim.
  • Nothing in these Terms limits liability that cannot legally be limited, such as liability for fraud.
Section 16

Indemnity

In short: You agree to cover our losses if your breach of these Terms or improper use of the platform causes us claims, penalties or legal costs.

You agree to compensate Vendor-Pulse for any loss, claim, chargeback, penalty or reasonable cost (including legal fees) caused by your breach of these Terms, your misuse of the Service, or claims by your storefront customers or anyone using your account or API key.

Section 17

Changes to these Terms

In short: We may update these Terms. Using the Service after an update means you accept the new version.

We may update these Terms from time to time, for example when we add features or when the law changes. The "Last updated" date at the top shows the current version. For significant changes we will try to give notice in the app, by SMS or by email. If you keep using the Service after an update takes effect, you accept the updated Terms.

Section 18

Governing law & disputes

In short: These Terms are governed by Ghanaian law. We resolve complaints informally first, then through mediation or the courts of Ghana.

These Terms are governed by the laws of the Republic of Ghana, including the Electronic Transactions Act, 2008 (Act 772). If you have a complaint, please contact us first: most issues are resolved quickly through support. If a dispute cannot be resolved within 30 days, either party may refer it to mediation, or to the courts of Ghana, which have exclusive jurisdiction.

If any part of these Terms is found unenforceable, the rest remains in effect. Our failure to enforce a right is not a waiver of it.

Section 19
